In 1675, after ending his successful pirate career, Henry Morgan was shrewdly appointed Governor of Jamaica. The explicit condition, however, was that he clear the Caribbean of pirates and privateers! Henry Morgan solved it his own way - instead of arresting them, he invited all his former "colleagues" to join him in retirement, where they could enjoy the fruits of their looting with complete impunity. And to commemorate the good old days, Morgan organizes the Great Race around the island every year. The winner is the captain who has the most gold on their ship at the end.
