In City Hall, players compete to become the mayor of New York. Your goal is to attract as many people as possible to the city and turn them into citizens. The player who best achieves both goals wins the election. You also aim to take control of various municipal offices, such as the tax or land survey departments. Use these offices to build attractive residential districts or place factories right next to your opponent's housing complex—which will, of course, cause their population to drop.

At the end of the game, the city's citizens vote based on which player brought them in. Lobbying groups also gather votes for players based on specific objectives—for example, Wall Street supports the player with the most money. The player with the most votes becomes the mayor of New York and sends their opponents to the sewer department.
