It’s interesting because the Actions on its cards usually relate to the Encounter deck in some way. You mostly draw cards from the Encounter deck, and its basic cards gain specific advantages based on the number of Boost icons revealed. It can burn through the entire Encounter deck very quickly, so watch out for the extra Threat added when the villain's Encounter deck runs out.
